I assume you have a pre '88. Yes, the valve shuts off coolant when closed. GM eliminated that valve in '88 up.
Yes it is a 1984. This was a florida car and the heater has not been used in 16 years.. It is the orginal heater core.. If I do not use heater or defroster can I assume the heater core will not leak or that the fluid inside has evporated. Is there any way to remove water if it us still in the core?

The heater core still pressurizes with the valve closed as the valve only blocks one side. If you want to eliminate it, you need to bypass it.

Can you explain this a little better. I have the facftory FSM and it gives little info on the operation of the heater system. Anything you want to know about AC.
