I'm having running problems with my C4 and I was wondering if anyone could point out what this outlet goes to and what it's purpose is, as well do you think it has any effect on the performance of idling

As others have posted it is part of the AIR system. The only thing it supposedly does is pre heat the front catalytic converters and put air through the exhaust to help eliminate smog.

Perfect, I had figured it was going to the smog pump if I'm not wrong which is directly across from the port. It's not my only issue with the car I'm still trying to get everything running and buttoned up.
No, I disagree, that is not part of the AIR system / smog pump. On the passenger side exhaust manifold at that point, on the 1986 aluminum head cars, that is the exit port for the exhaust gas supply into the EGR system. That port is not used to inject air into the system like the Air Injection Reaction, but instead it takes exhaust and supplies it into a tube which is clamped onto that opening and leads up to the intake manifold EGR entry port.
If that tube is removed (like the OP's car) you essentially have no supply of exhaust into the EGR and you have no EGR on the engine. You also produce one heck of an exhaust leak from that manifold side.
Think about whether you want to continue running the engine this way without EGR or if you want to get parts to reconnect everything up and run the engine as intended OEM.
as others have said, its the port off the exhaust manifolt to supply exhaust gas up and over the valve cover and into a port on the intake manifold. egr crossover tube.
it is not the air injection system.
Look for the port on the i take manifold to see if it has been blocked off.
technically speaking, this should not affect the idle of the car. *maybe* backpressure would be affected but i doubt it. Your O2 sensor is on the driver side so this will not affect it.
If other components are damaged (egr solenoid/egr valve) and its not blocked off on the intake manifold side, yes it coukd be a whopper vac leak. your car would be idling at 2000
