Yeah I've been unhooking the battery I could pull the fuse but I really want to try to correct the situation the key off the fuel pump runs and the only way to stop it is to disconnected the battery and if you disconnect the battery and reconnect it the moment that you touch the key again it starts up and it starts up and stays running unless the key is on if the key is on the fuel pump won't work.
I'd check relays and wiring. Did you just buy the car? It's possible a previous owner rigged it to run constantly, or on another switch somewhere vs fixing the issue.
Sounds like a stuck relay...find it and give it a good whack and see if it shuts off. You will also be able to test at the relay to see if the connector is receiving power when it shouldn't...easy to test.
Do you have a FSM? I would start by checking if there is 12V on both sides of the fuse with the fuse out. Then check the relay. Try to narrow it down. I would guess that the relay is stuck open, but would think power is cut off to it completely when the car is off. The FSM should be able to show you if it has a constant 12V source as one of the pins.
If you have the FSM the relay is actually under the dash right side. 8A-201-6 should enable you to get there. If you've the FSM I'd think diagnostics pretty straight forward also. Swap maybe another relay from under the dash and see if it corrects the issue might be a reasonable next step? '93 was also the first year for the Under-Hood MAXI boxes. The MAXI is the direct source of the FP Relay power. IP FP Relay is after the relay so removing the IP fuse should work until fixed.
I try to 'always' suggest to any new/recent buyer to get a FSM and when they get it spend some time in the 8A-201 Section (Component Location Views). Very good section of the FSM to use for getting acquainted.
