I have only had my corvette for 2 weeks. The fans won't kick on. The upper reservoir keeps going down with coolant. But overflow is almost completely full. I checked the fan relays and the main relay had a cut green wire and it has no power going through that wire. It gets hot in stop and go traffic but if I immediately go from stop and go traffic to highway it very quickly cools down to 185. Any thoughts?
Fix the wire first, I also agree with whaleman that it sounds like the cap is bad. Let’s coolant out but does not pull it back when cooled off. Also, Make sure the line from the cap to the overflow tank does not have any leaks. Good luck with your repair.

I have a 95 also , when you mentioned the green wire being “cut “ or not connected . This could be from the previous owner splicing in a Manuel toggle fan switch ??? That is one of the wires you splice to , when doing this . It’s a low speed relay wire . There are two fan switches , the first comes on at 228* the second comes on later . As everyone has stated above . Our cars run hot ! They are bottom breathers , the fans have been the weak point . There hence the manual toggle switch idea .
I agree that you should look at getting the fans up and going , 180* or 160* thermostat if you car has pro mods .

Just a heads up , the reverse cooling on these engines in a nut shell , brings the coolant through the heads first and not the coolant that is super heated from the block . Great idea that actually stuck for the next models up .
I mention this to point out how important it is to have that cooling system correct . The only thing worst then overheating your car is a fire ( lol )
So - C4 LT1 Engines typically run around 195 on the open highway - where there is plenty of airflow, and they regularly get up to 228 - 230 in stop and go traffic. At 230 or so the second fan kicks in, and the engine temps slowly get back to the lower 200 range.
Step 1 - Fix the fan issue. Both fans should be running when the coolant temp is above 230.
Step 2 - Replace the Radiator Cap
Step 3 - Clear out any "junk" in front of the A/C condenser.
Step 4 - If you haven't already done so - drain and refill the coolant.
