I was cleaning under the hood with my air blower and when I moved the 93 Corvette this was laying on the floor. Does anyone know where it goes? Any help would be appreciated!

What is "aftermarket"? The cover in the OP's post, or the one in the link you put up? (The word "it" is ambiguous in technical discussions. "It" doesn't define "what" the writer is referring to.)
The OP has a 1993 which uses the OBD-I connector. The cover in the OP's picture is for the OBD-I connector. C4s with OBD-I had the OP's type cover installed in Bowling Green. The OP's cover is not aftermarket.
The picture in Dan's link is for OBD-II connectors. OBD-II connectors were used in 1994-1996 C4 Corvettes. I have no idea if the covers in the link are "aftermarket" or OEM. I also do not know for certain if 94-96 C4 had covers on their OBD-II connectors. I believe they did.
I bought my 96 from a fanatic for originality. He freaked out that a shop changed a radiator hose clamp and threw away the old clamp with a 96 date code. Mine did not have a cover. I can't believe he took it off and never replaced it. Oh well. Dan
