Replace it. I went through the same dilemma years ago with my 89 when the plastic window cracked, you are better off in the long run just going with a quality canvas top.
the cost is what puzzles me. Cloth tops run $400 - $600 so there is a ton of labor charge. After watching several videos it just does not seem like that small a top done by someone who knows how should take that amount of time. What takes so much labor?

My friend just replaced his top, on a C5, took three weeks for new top to arrive, and 1,400.00 later installed to give you an idea.
About 20 years ago, my 1990's top started to do the same thing and I used 3M "General Trim Adhesive". It came in a spray can so a lot of care was needed for a neat job (mask off the work area). The fix was still in place when I sold the car last year. $25 for a rattle can vs. $1000+ to replace the top is a "no brainer".
