Default Cut wire under dash

Hello, I was replacing the gauge cluster in my 89 convertible and found a pair of cut wires under the steering column. I'm assuming it would connect to the black wire I am also holding. The black wire appears to be a sheathing over a brown and a yellow wire. I have only had the car a few month and not noticed anything not working. What is this connection for? THANKS for any suggestions.

Brown & Yellow in that location are VATS and I'd say yours has been by-passed. You'll likely find a resistor of sorts under the tape.

Do you have the FSM (Factory Service Manual) for your car?
