I think it's common to find on C4 floor pans. I thought the floor pans are fiberglass? Mine has a little light surface rust like yours but nothing major. I didn’t do anything to it yet.
To me, those spots of "rust" look like someone drilled something once upon a time or otherwise got chips in and left pieces there. Can you pick the piece up that is in the middle of the rust spot ?

That sure looks like surface rust to me - the paint has lifted up and the paint is bubbling up for a few inches to the right of the worst area. I would sand that off down to bare metal, coat it with a rust converter like Ospho, then rattle can spray paint it to cover and protect it. Easy job, no more than 1/2 hr.
What part of the floor pan is that? Is it under the seat? If so, that’s metal. The floor pan forward of that, the footwell and firewall are fiberglass/plastic.
not sure if this helps but - when I was replacing carpet last summer saw some of what looked like that - scuffed, por 15, quick top coat - hopefully provides insurance - was not sure if it was from drain holes(?) - did the same around them and replaced the plugs - with the hope I would not have to revisit this anytime soon
