Default 1987 corvette Headlight issues

Hey all,
my headlight are confusing me a bit here. i have to manually open the headlights but they do close with the motore when turned off. What would be causing the issue that they wont open but do close? The motor sounds good and doesnt have any noticable noises. Thank you in advance.

What do you mean by "I have to open them manually"? What exactly are you doing with them? Do you open the hood and flip both headlights by your hand by pushing on it?

So I changed the gears and no luck. It seems to be getting constant power to the close position. Is there anything that can be going on that may cause this other than the wiring somewhere?
