I'm thinking mine is not working correctly. What does the dimmer control? Just the dash display?
If you mean the rheostat on the dash mounted H/L switch a full twist I imagine turns on courtesy BUT you didn't mention year so ..... maybe you better explain/rethink your question?

The headlight dimmer controls the brightness of your headlights and the interior lighting, including the dash display. If you think it's not working right, you might want to check the wiring and connections, and if that doesn't help, it might be time to replace it.

Definitely dims the dash lights. Headlights??? What?
As far as my 87 goes, the digital instruments dim by themselves (using the photocell) until the headlights are on then the headlight switch dimmer can control the instruments, that I know for sure. (keep reading). The first time I was in my car after installing the batee kit the headlight rheostat was not making much difference. As I kept driving and it got darker I heard a click and had a slight change in dash lighting and then my rheostat had full control over the instrument lights as if the photo cell sensed low light and removed itself from the dimmer circuit. I have only made that transition once so it could have been a coincidence or anamoly.
