Has not been solved yet, I’ve been troubleshooting so many things on it that this was one of the last things I planned on getting to. Finally got my hands on a scanner, correct cartridge otherwise it wouldn’t even connect or communicate with the Bosh unit at all. Snap Ons user manual says that if it says no codes present…it has no codes. Is there any other ABS fuses besides passenger side dash? I’m assuming bad relays would show up under a code?

I believe a person starts with the FSM (correct year) and read and understand 5E Section before just poking around, scanner in hand OR NOT. There's very much in probably the first several pages of the 5E section that needs 'understood'. The 5E-1 is Diagnostics - there's a reason 5E-1 follows 5E.
Not exactly sure what fixed my problem but the ABS light is now off. After looking into older forum posts I decided to visual check all the wiring I can see under the dash. Found out someone hacked together some stuff for the radio that had a few piggybacks. So I carefully removed the harnesses. Now it looks like I’ll have a handful when trying to install a new radio. But for now the light is off.
