Your wheels if original OZ would have been likely either 2 piece or 3 piece wheels and those bolts are actually used for assembly and are 'functional'. They're not inexpensive. Those wheels when restored are generally disassembled, the rim polished and the center painted or powder coated for appearance and the bolts either replaced or ..........
