I'm in the same boat. I don't care about ram air. I just wanted lower air temp. This pic was from earlier this winter. I have the bumper back on now. I'm just going to make a cover. If I could find a CAD file for one I would 3D print one.

Well the issue there is I'm not a designer. I'm a maintenance guy who understands gcode, but as far as making a design from scratch that's outside of my wheel house. The most complex thing I ever designed myself was a drill jig for direct port nitrous nozzles in a F.A.S.T. intake manifold. And that was just a tube with a taper on one end.
But I might give it a shot. I have a factory cover to take measurements from.

I'll tell you what. If you design a ram air style license plate cover with CAD and send me the .stl file I'll print you one. I'll cover shipping.
I would make it out of PETG+ so it would handle some heat. I could do CoPa nylon but it shrinks so bad when I print with the stuff. It's difficult to keep dimensions. Haven't tried carbon fiber nylon but that's also an option.
Either way if you do this it would need sanded and painted.
Sounds very tempting but I don't own the software that I use and I don't want to get in trouble. But once you scan the border you can use base planes to set up the tunnel and then add your radiuses from there.
