Hello I have a 1989 c4 corvette it has been sitting for a while 1 year uncovered, the gas tank filled up with water . Drained the tank now and the motor seems to be seized up? Should I get a new motor or try and troubleshoot it ? Thanks looking for options on motors as well thanks

I would more digging before condemning anything. Is there oil in the engine? If so, what does it look like?

Pull the plugs and fog the cylinders. Be gentle and work the crankshaft back & forth. You should be able to free it up.

Absolutely pull the plugs. It may have run long enough to pull fuel into a couple cylinders. And, as we all know, water does not compress.
Do as ralf said above and see what comes out of the spark plug holes. Also make sure the oil has some viscosity and is not watered down.
