My driver's side headlight motor won't go up. I disconnected the gray connector and manually turned the motor up various times. Each time, when I plug the motor in, the headlight closes. I then took a spare headlight motor with a bad gear and plugged it into the grey connector. When I open the headlight switch, nothing happens just like the motor in the car and when I close the switch, the motor activates just like the headlight motor in the car. I then opened the relay panel, removed the bracket from the car to get better access and attempted to switch the bottom two connectors as "Hot Rod Rod" suggested in another post. I was not able to remove the harness plugs. I was able to get half of the connector off the lower relay. There is a lot of black gooey stuff on the connector. I presume it is silicone. I thought this was my issue. However, when I turned on the headlights, the passenger side did not go up. So I realize that the bottom relay is for the passenger side.
Does anyone have any advice on how to remove the harness from the relay? I tried pressing in the tabs. Is there a tool that is used? Does anyone know how to check the relay without removing the harness and swapping the bottom 2 relays? There is a green, white and grey wire going to the head light motor. If I disconnect the harness plug at the motor, is there a voltage test that would tell me if the relay is bad? Many Thanks!
Update: Today I tried 3 other used motors. All do the same thing. So definitely not a motor issue.

I've got a set of relays I can sell you for $30 plus shipping from Reno. I had them on my '87 that I upgraded. Since I cut the wires it'll have the pigtails also.
