is there a way to test the ECM ?

we have tried everything
we have new fuel pump and have preasure. if we spray cleaner into air intake engine fires
but it won't start
No signal to injectors I think
and is there a certain ECM to but for the 6 speed ?
or send it off to be fiixed?

Manual or auto doesn’t matter. That info is contained in the PROM. You can send your off to be fixed. The 86-89 ECM should still be available from local part stores.
the only real test is to plug a known hood ECM into your car and if it works, it works.

Have you verified 12V to the injectors with key on? The pink wires should all have 12V.

Both of these can be the result of the ECM not receiving the Fuel Enable signal from the VATS module. Even if the key has been 'bypassed' with a resistor, the ECM still requires the FE signal from the module.
Have you verified that there is no Code 46 with the key in RUN? (In a 1986-1989 there is no other indication of a lack of Fuel Enable signal other than the presence of Code 46).
Based on your symptoms, check for Code 46 before you do anything else.
If you have the FSM use the diagnostics at 6E3-A-14 'Cranks but will NOT Run'. That diagnostic tree will give you direction. The Code 46 is certainly a first easy check.
A good check mark for the ECM is getting the code 12. When my ECM failed (dumbass ignition on while connecting battery mistake), no code 12 or anything else.
Might as well chase VATS bypass, it'll fail eventually anyway.
Does the fuel pump run for the 2 second prime and stop? Leaving the key in RUN after it stops, breifly crank the engine. Does the fuel pump run again for 2 seconds and stop? If = YES, the ECM received reference pulses. If = NO, the ECM did not receive reference pulses. (Is the 4-cavity connector behind the distributor plugged in and tight? )
If there are reference pulses, and the INJ1 and INJ2 fuses are good, then the lack of fuel is the injectors themselves, or inadequate pressure.
