FX3 Shock absorber actuator. There's probably one on the driver side too.

If your car had FX3 originally and the shocks were replaced with just basic shocks the actuators will not be there to connect to that harness. If you still have FX3 shocks there will be an actuator and a short harness that would plug into that connector.
