Probably because the people who drafted the FSM took for granted that people wielding the wrench would know what level of tightness was required. This site seems to have a fetish with
"what is the torque value of........." Certain components require a specified torque value to maintain straightness and accuracy. Heads, valve bodies, pump halves, even aluminum wheels all fit this category. Inconsistent values would result in warping. However, the vast majority of fasteners on a car just require common sense. Over the years, people have asked "what is the torque" of everything from battery posts to license plate bolts. Who GAF? The value for all of these is "tight". The amount of force required to tighten a 5/16 bolt is far different than what is required for a 1 inch bolt. Learn it! When was the last time you seen a tech walking around the shop with a torque wrench and a booklet of "torque values"?
