Butchered Bracket Help Request

previous owner put a trailer hitch on my current project. They butchered, I mean customized two brackets on the back side of frame. This is just inside the exhaust tips about even with back of spare tire carrier. It is welded to frame. Any ideas about how to make it look a little better? For reference top right is spare tire carrier and bottom right is edge of exhaust tip. I have had several C4s but I don't remember what this bracket looks like unmodified and Google has not found any examples.

Are the brackets that have been modified #9 in this image? I'd think easily sourced.

#9 is on other end of spare tire and is bolted on. these are just past bottom of rear bumper and welded to frame
