Bad. If that outer top seal can't seat, the radiator trying to push / pull coolant to / from the overflow tank won't work. In fact, when the engine gets hot, coolant will be pushed out of the pressure seal on the bottom and then leak probably outside the cap and tank since it can't push liquid down the overflow hose.
