'90 Steering column cover missing
My hi-beam switch was never working right so I started ripping into things. Needless to say I discovered that part of the problem was that the side cover the covers up the wiring for the turn signal/wiper/cruise control arm, and the plastic housing under it, is missing. When you pull on the arm to push the linkage down to the high beam switch, the force causes that whole plastic thing to push outwards since, I'm guessing, there is nothing keeping it in place. I wrapped a few large zip-ties around it to help keep it in place and that solved the problem for the most part. Now I need to replace the cover, but that also raises some questions.
1. Is that plastic thingy held in place some how on it's own or does the metal cover keep it secure?
2. what do I call the metal cover so that I can source it and get it replaced. Zip ties aren't gonna do it for me.

Any Opinions?
