I would recommend checking the electrical side of things. Check the fuses, relays and wiring connectors. A test light will come in handy for determining if there is power to the compressor, safeties and such.
That's a static pressure, reflecting the equalized system pressure. To measure the low side pressure where you have it hooked up, you need the compressor running. What HVAC system do you have, the manual or electronic?
Have you interrogated the codes? You may be low on Freon (09 code) and if so, the compressor won't run, and you have to bypass the low pressure switch to activate the compressor because you can't add Freon to the system unless it's running. To measure anything of significance, you need the compressor running.
