84' horn wire?

84' horn wire?
So I'm tearing down the front end of the 84' cleaning and prepping for paint and I noticed some black duct tape around some wires near the drivers side horn. I peeled it off and it's some sort of resistor going to a chassis ground above the horn. Looks like it comes out of the plug that goes to the horn. One to the horn and one to the ground with resistor. any idea what this is for and is it factory?

It is a capacitor. It is factory. It is to reduce electrical noise being transmitted into the electrical system from the way the horn coil and contacts function. It also reduces arcing at the internal contacts of the horn, prolonging its life.
