That seems like a backfeed of voltage to the blower motor. I would pull the connector from the blower lotor and start tracing that circuit, looking for wiring that potentially has insulation that's rubbed through and may be touching, powering the blower motor with constant source voltage. You can also check the blower motor relay. Make sure its not stick and constantly energized. You can always swap it with another relay next to it and see if the problem continues. If it stops then you know the relay was stuck in its energized state and needs to be replaced. Keep us updated on what you find!
