Ok, sounds like your In Northern Virginia by the counties you've mentioned. Let me tell, DO NOT take your car to Dudley Martin Chevrolet in Manassas. I'm not sure what year you have, But I have an older C4 and these guys screwed up my car BIG TIME. $400 + dollars of "Maybe it's this" B.S. and she still isn't right. In fact it's running worse. Found a private shop where the guy seems knowledgeable about C4s. Headed there on Monday.
Contact the local DMV. The dealer can lose his license for selling a car without the smog being done. The seller in this state is responsbile for the all the costs of repairs.
Also you can take the car back.
Getting a car to pass can be costly.
If the car failed the idle test but not the speed test 2500 rpm, it could be a 02 sensor. New cats will usually get a car to pass.
I smog 5-8 cars a week and 95% of them pass. The ones that don't usually need a 02 sensor. Of course it could be worse.
Ask for a pre-test before buying a car. It costs nothing. A pre-test will tell if the car will pass. Once the DMV gets a no pass notice on the car a red light goes off. If the car has a gross polluter file its really tought to get it off.
The 1st thing we do with a new car is the smog test. Its the law.

Not sure what this means, but you better believe i'll be watching with a sketchy eye. I'll let you all know how it turns out.
