Does anyone know if GM makes a special primer for urethane bumpers that contains a flex additive, or does an additive always have to be added to prevent cracking?
I don't think G.M. makes any, but when I was doing my own painting I used the stuff made by PPG. I can't remember the exact name or number but I got it at the local Painter's Supply. Never hurts to add it if you want your paint to last.

I agree. GM does not manufacture paint. They buy it from PPG and others.
Your local auto paint dealer can help you. Look in the Yellow pages for one close to you. They have an amazing supply of auto paint products used by the body shops. Not cheap and since most products these days are catalized, require specific air filters to keep them from damaging your lungs.
Spraying paint these days is not like 20 years ago when you could use lacquer based paint and a simple dust mask...
The flex additive is added to the color coat.
I never use it. Hell if your car hits something thing the bumper will crack anyway. The flex addiitve sometimes changes the color.
Flex additive? If it worked on the "bumpers" why not spray the whole car with it?
The F-bodies are all ureathane.

Never heard of flex agent for primer, but it might work out. Check with your local paint supply house, these people have the answers.
