The Antitampering Law levies a $2500 fine on individuals that knowingly tamper with their emissions control devices. It also levies a $25,000 fine on any business that tampers with or sells a vehicle without the proper emissions control devices installed.
By removing your catalytic converters or "gutting" them you make your car unsaleable. Any dealer that takes your car in on trade is obligated to make sure all the emissions control devices are on the vehicle. The know they can face a $25,000 fine so they will make sure the car complies. If you are lucky they will only make you pay them to replace all the emissions control devices and NOT turn you in to the Environmental Protection Agency. They are not going to risk a $25,000 fine.
So how do you get caught?
Well if you trade your car into a car dealer you could get caught.
If your state ever begins emissions testing (some areas in my state already do this) you could get caught.
If a state trooper (or any police officer for that matter) pulls you over for any reason they can do a complete safety inspection of your car if they are so inclined. Ask any of the ricers in Los Angeles about the police inspections they face.
The original catalytic converters were restrictive monsters the size of mufflers....they restricted exhaust flow and were not efficient. The catalytic converters of today are much more efficient and less restrictive.
The truth is that if you "gut" your cats the tradtional way by jamming a broom handle inside to break up the inside you create a relatively large empty area which will hurt your performance rather than help it....the only way to prevent this is to cut the cat apart and weld a straight piece of pipe through it.
There are much better (and legal) ways to improve a C4's performance....lose the frisbee...open lid & K&N....TB bypass...etc.
