Error code 74- ASR-Active "Fault"

Error code 74- ASR-Active "Fault"
Does anyone know why I am getting an error 74 ASR Active - Fault on my error codes? I went into the websight Corvette Action Center and got this info
EBCM power input below 9.0 volts. What does this mean? Do I have a bad command module? What can I do to correct this problem? Help!! Dash lights flash and kicks off cruise.. and I shut it off and tried to start it and it missed and carried on. Black smoke (raw gas). My vette is a 94. Chevy is no help at all.
Anyone that could help would be appeciated big time!
