If you want a good sound (not lound) at a low cost try muffler eliminators. It's a matter of dropping the rear mufflers and replacing them with straight pipe. Calll arround to your local muff shops to find someone who will do it, not all will.
Check arround for other threads on this topic. Mojo had sound/video clips of muff elims.
If you want looks as well as sound, check out Magnaflow stainless steel mufflers.

Thats a really broad question. You can go with changes to the mufflers, reasonator, or cats (the possibilties are hugely varied) to change the sound but what changes YOU should make really depend on your personal taste. As was previously mentioned, it is probably best to listen to other Corvettes to get an idea of what you like - peoples tastes and opinions REALLY vary when it comes to sound.
IMO, if you install longtube headers it will change the sound of the car like Nathan has said but in my experience when you do this the most significant change in sound is noticeable when you bury the throttle.
Probably best to hear a few different setups in person before spending your $$$. Good luck.
Join the crowd. Everyone wants a louder Vette, but no resonance. So, it's a compromise. Louder means more resonance, in most cases. Myself, I have a 92 vert with shorties and stock exhaust. Too quiet, but runs great. I'm thinking about elims, but haven't heard them yet.
