help!cluster lights fading

help!cluster lights fading
when I turn on my headlights the cluster lights go out. they will fade on and fade out.they are fine when the headlights are off. any help would be great.

just a guess, maybe a gound issue, not sure if there's a relay involved in that config... maybe that also...
