Default Fuel system problem.

I tried this in the tech section but no help, thought I'd float it here.

Got the 86 to run today on it's own. I replaced the fuel pump and it started with minimal drama. The problem is, there is no power to the fuel pump. The fuse is good but there is nothing at the tank. I hot wired it and the pump runs fine. Thats how I got it to start. But in checking the connector, there is no power to the pump or the fuel level indicator. I bought a Haynes manual, (much better than the chilton's POS), and it told me how energize the fuel pump by jumping wires at the fuel pump relay. I did this and all the wires are hot out of the relay, with the exeption of the ground wire. Still nothing at the connector by the pump. This is really perplexing. It tends to lead me to believe that there is a wireing problem somewhere, which makes little sense. Another problem is that the throttle is not returning completely to idle. Could this be caused by sitting for so long? It seems to move freely throughout it's range, it just wont go back to the stop. I'm getting closer and closer to road-worthyness one step at a time. The fuel pump is the biggest problem right now. Does the pump run all the time? I could always rig a hot wire to it to get it to move for the time being. Any thoughts on the electrical problem would be highly appreciated.

Is your oil pressure good? If There is low oil pressure the fuel pump wont get current. Just a thought .
