Been looking for a Conv 6 speed for about a year now. Found a 95 with 80,000 on it today. Great top, paint fair, needs tires, probably brakes. Interior and motor are very dirty, car is completely stock and looks like it was just driven. Asking price is 14500 - I'm thinking 13000 with everyting I'm going to replace. This car needs a lot TLC, but that is kind of what I'm looking for a car that need some work but that I can buy right.
I don't know, I think when they *look* neglected appearance-wise then they probably *were* neglected regular maintenance-wise, which with 80,000 miles on the clock might mean the car is going to start falling apart on you more sooner than later.
What you want to find on for a budget buy is a car with similar mileage from an individual seller (dealers can doll up cosmetics on a neglected car and it might be misleading...) that presents well with good paint, clean engine and engine compartment, clean interior, and hopefully some maintenance records. You might spend a grand or two more on such a maintained higher mileage car but in the coming miles you will put on it you might be money ahead over the neglected one and also spend more time driving it than having to wrench on parts that fail prematurely.

You are absolutely right, however.....just keep in mind that an individual can easily have a neglected car detailed and it will 'show' very well!
What should one offer for the car in question? Offer $12K. If he takes it, fine. If he doesn't, that's fine too because there are good deals out there for the looking....

Tell the owner you want to have the car gone through, find the best vette shop in your area (check the forum) and spend the $$$ to have a COMPLETE Inspection done so you know how bad the neglect really is and what your upcoming expense will be, bring this WRITTEN inspection to the owner and start getting serious on the price or walk away, there will be another one!
Take it from someone who knows first hand. The neglect you are referring to surely tells me that you are in for a lot more than you bargained for! I know, mine was the same way when we bought it I figured nothing a little TLC won't cure WRONG! Thankfully I do my own wrenching (in past life Super Stock B/A Hemi) ALOT OF TLC AND $$$$.$$ and still counting, if you can handle the repairs yourself and stomach the grief go for it!!!
You can't replace much for $1,500.
With no records the car is a shot in the dark. I wouldn't offer more than 10k.
I'd rather have a nice 90 for 10 than a beat 92 for 13.k.
You should go to Edmunds on line fill in the info ,and at least get a ballpark price.
Tires w/ balance etc. = $858.00
Complete Brake Pads = $200.00 + for Ceramics + labor, so there is -$1000.00 for starters.
Don't be in a hurry, it took me 4 months to find exactly what I wanted.
