You need to take the screen near the bottom of the windshield off to get to the wiper arm and adjust the arm moverment. After a few trial and error, you'll get the wipers to work the way it should be.
It might be easier than that. If your car has aftermarket wiper arms on them, check how they are installed. Often the aftermarket arms are designed to fit on many different vehicle types, thus the mounting holes are offset, because there are actually two sizes. This means that if they are installed one way they will be offset about an inch. Multiply that by two and you've got two inches to play with. Turn the blades over and move them further apart. Worked for me!
Another possibility is that the rubber part is actually slipping out of the blade, causing it to come into contact with the other one. I've had both of these problems and fixed them both in minutes.
Interestingly enough I just replaced mine today. Same type situation, universal fit blades. On passenger side I HAD to install it with the offset in such a manner that it would bring them closer together. I haven't actually taken it back out into the rain, but in the garage with the windshield still wet I ran them on high for a few cycles and they didn't hit. Every brand of blade is slightly different.
I just installed a set of Trico's with the teflon coated blades or some poopie like that. My Lexor's didn't fit real well and they chattered, the Trico's didn't even after they wiped the windshield clean in the garage. I haven't even driven it yet and I'm impressed. I guess I'll make my final decision tomorrow since it's gonna rain forever.

Re: Windshield Wiper Problem (lbitp37)
I think there was a tech tip on this. I had the same problem so last year I took the advice of others and bought 1996 arms and blades from GM. They have a little bit different bend to them. That solved my problems. Check out the tech tip first.
Another reason to own a service manual. All of the adjustments you can think of are in there. If your blades are extending past the windshield moulding, by making the adjustments refered to above, that will usually cure the "binding" problem. At the end of the sweep (outwipe), the driver's side wiper tip should be about .8 of an inch from the edge of the windshield and the passenger side tip should be about 2 inches from the right edge. Remove the screen and loosen the nuts on the center transmission pad and adjust the left and right blades slightly below the blade stops at the bottom of the windshield and tighten the nuts on the "transmission". Then lift the blades over the stops and check the operation to see if the blades are working at the correct distance from the side edges. I always use a wet windshield (windex or water) so I don't scratch my glass.
