I live in MN. They have this lovely front lisence plate law here. I, for the life of me, CANNOT figure out how to get the factory filler panel on the front bumper off to put a plate on the car. I even looked in the owners manual. I'm not gonna do it until i get pulled over but i WILL get pulled over so i would like to know.
If you look in between the bottom of the 'filler' panel and the bumper you will see 2 small philips screws (recessed in the gap). Remove them and the panel will come out.
It's such a PITA, and there's no way to really know if the cops you pass will care or not. For instance, I got stopped here in CA (which is supposed to be the *worst* for front plates) for a separate violation, and the CHP officer didn't even mention my lack of front plates. Go figure...
We have a local cruise spot that is a hot spot for the cops in St. Paul called Porkys. Been around like 50 + years. They have a "zero tolerance" rule that applies to Friday and Saturday nites only. We're talkin lisence plate lights, marker lights.....anything.

Tell me about it. I used to own a duplex not more than 3-4 miles from there and while they were busy harassing hot rodders and kids for being ...well.....kids, i could sit and watch the crack dealers right in front of my house.

also, even though it's required in cali, you don't HAVE to have it attached when you go to the DMV for a driving test, but everything else HAS to work.
