emergency brake problem

emergency brake problem
I have a 96 CE. I pull up to engage the emergency brake and the ratcheting mecanism doesnt seem to be working. I read on a previous post to shoot some penetrating liquid to free up the mechanism. If so where do you do this.
If this doensnt work, I quess I must replace the lever itself, how difficult is this.

Try pulling the handle all the way up then push the release button and sort of shift the handle about a bit then push it down while holding button. Sometimes this will free mine up. Sometimes it takes a few attempts. Hope this helps.
