I don't know what happened. I just went to look at the "posting rules" and all of a sudden on my gallery page is the "upload photos" click-on, so I hit that and everythings fine. 
Think I figured it out. If I click on "My Corvette Photos" while I'm on the forum, I can upload more photo's as long as I'm signed on, but if I go directly to the gallery from IE, then the site doesn't know who I am so there's no option to upload.
