OK, finally got the car out, first time in 3 months. Battery was fully charged before I took it out. Left turn signal seems to be working just fine. Right turn signal comes on but does not blink. So what gives? Are there independent units that control each side blinker or do I have other demons somewhere? I do believe all the bulbs are working. Anybody have any advice?
yeah, sounds like a bad bulb to me, happens to every car. Turn signal on and see if its blinking outside--if not, then just a bulb replacement...

Yeah, I just read in the repair manual that if the blinker isn't making the clicking noise its an indication of a bad bulb on the side that isn't working. Thanks for the help guys
There is but one flasher that makes the turn signals blink. It works on lamp current and if you have low lamp current it either slows down or doesn't blink at all. With the right turn signal on, look at all the lamps on the right side and you will find one or more not on. Be sure to check the front side markers as they blink with the turn signal lamps.
ZAD54: On my -84 the turn lights went on and stayed on - all of them - to the right but was flashing normal to the left. Replaced the flasher relay = works fine and with normal speed. I have heard about at least 3 other Camaros and Vettes that only flashed to left, all were fine with a new relay... Weird.
