When you install new head bolts, I was told that you need a specific type angle meter or something like that? What is it or can you just use a tourque wrench? What are the tourque specs on the head bolts anyway?

Replace with ARP head bolts and you can do away with the torque + angle method. Plus, they're reusable and stay on torque. Make sure and get their thread lube/sealer to use with them. No worries.

Not to hi-jack the thread but..... does ARP thread/lube sealer make the bolt holes water tight since all LT1 headbolts go into water jackets? and how does the use of the ARP headblots do away with the torque + angle method for proper torquing?

The factory head bolts are stretch one time use bolts. Using the angle method puts the proper torqu/stretch on the bolts. The ARP ones are normal type bolts that do not need a stretch, they just need to be torqued to 60-65#. And use teflon sealer on the threads, and a drop of oil under the head and washer for proper torque.

ARP makes a thread lube AND a lube plus sealer. I think all but three bolts on the LT1 go into the water jacket so I use the sealer/lube exclusively on all. The torque question was answered well by RichS.
