The emissions test in PA for my '94 LT1 is a sniffer test. Does it present a problem passing tests if you install a 160 temp. stat. and reprogram fans to come on at 200 degrees/off at 185 degrees?

It might, the LT1 is programmed to run very hot for emissions purposes. Just make sure the car is up to full operating temp before going in there. You SHOULD be find because all the hypertech chips and crap that just adjust for fan temps are suppopsed to be 50 state legal.
Provided your car is in good tune otherwise you should be alright. If it fails though you might look into returning the fans to their original settings just for the emissions test. The thermo doesn't set the maximum temperature, it sets the minimum.
If your engine is in good tune you should be fine. My '88 L98 must pass the OH E-Check dyno sniffer and does so with flying colors in mid Feb while running a 160deg F T-stat and fan switch.
