I had a B & M shifter improver kit (street/strip) installed in my 91 Coupe/auto three weeks ago. Prior to having the kit installed the car was able to down shift from 4th to 3rd while I was doing 90+ miles per hour, and now I can't. I checked the Corvette Specs Book by Antonick, and the 91 with the automatic transmission maximum kickdown speeds are: 4-3=105 mph, 3-2=72 mph, 2-1=35 mph. What must I do to correct this problem, is it an involved procedure? I've adjusted the TV cable, and that does not resolve the problem... Please give me some suggestions.

It doesn't look as you have a problem.
At what speed does it not down shift??
BTW, don't play too much with the TV cable as it controls part throttle line pressure and too little pressure can cause excessive wear.
