4.0v Or greater is sufficient to signal the ECM of a WOT condition.
Yep. In fact, the Shop Manual for the 86 says anything higher than 4.5 will set a TPS High Voltage error code.

I don't know what year you have, but for the 86, .54 (+/- .075) is considered to be within spec. That means anythinhg from .615 on the high end to .465 on the low end is okay.
Many find that setting it at the of the scale offers improved throttle response.

Your 94's TPS will likely not read over 4.0v when the throttle is pegged.
Doesn't matter. On LT1's, the PCM reads as little as 3.75v as 100% TPS. All the 4.6v and 5v talk is for L98's.
