i don't know about the lt1's, but the l98's is on the inside passenger frame rail just before it enters the engine compartment. i would say, trace the fuel line back from the regulator until you find it.
Not sure if they are the same, mines a 92, but look on the passenger side on the frame up around the cat. converter.
Mine was a PITA with the exhaust in place..... I finally replaced it when I tore it down for a head gasket

Just did mine. A real PITA. It's on the passenger side next to the cat. converter. I removed all the brackets along the side of the car and also the one in the engine compartment to get enough slack so I could move the filter to a locaation where I could get a wrench on the top fuel line.
Make sure you use the line wrenches. You don't want to strip the fuel line fitting. Also make sure the little rubber O rings stay on the fuel lines when you remove them from the filter. They're very small and fit on the end of the lines.
Make sure you have something to catch gas with. Once you loosen the fuel lines, gas will drain out. To minimize this, remove the fuel pump fuse and run the car until it stops from fuel starvation.
