Driver Side Inner Tie Rod Replacement Advice

Default Inner Tie Rod
I need to replace the driver's side inner tie rod. According to my Helms manual is says, "Remove the rack in pinion steering". Does the rack really need to be removed to replace the inner tie rod?

The "inner tie rod" is a part of the rack unit. You have to replace the whole thing.
