I am trying to get my headlights to work, bought used motors and got nothing, bought two more and they only turn when the lights are turned off and stay running. My haynes manual is no help.

Get a hold of the Factory Service Manual. Although I have never played with the headlights on mine, the FSM should be much more help. It seems there are limit switches that shut the motor off at the end of the travel and reverses the polarity, so that the next time current is applied, the direction of rotation is reversed.
As stated, the above may not be 100% accurate, but I hope it gets you chasing the cause of the problem.
Im trying to think back 10 years ago when I still had the original motors and had to do some repairs.I remember after reinstalling then they would only work when I shut the lights OFF.
I think what I did was I manually rotated them open and then turned the light switch back on or something like that.Try to fiddle around,get it to switch the polarity.The motors have magnets inside them and they move back and forth inside the cylinder that houses the magnets to get them to spin one way or another.
If it does not work,you can possibly unhook the harness connector and maybe push the wires out and switch their places and put them back in the connector.Just a guess.
