It's not bad. One of the easier things to do. You adjust the plates by the cowl. Just loosen the bolts, I think there's three so the plate can move and let it find it's center by closing the hood. Then open and tighten the bolts.
The trick is to loosen them just enough so the plate can move but still stay in place when you open the hood.
Are you adjusting the fit of the hood or the latches at the rear? The front has shims and bolts, the latches have bolts. Be careful if adjusting up by the hood hinges..
My earlier comment deals with the one side hanging-up. Adjusting the plate should solve that problem, but before doing that make sure the cable on that side is not stretched. Have someone pull the release and look at how far the cable pulls the disconnect mechanism. If that looks OK then adjust the plate.
The other problem sounds more like alignment of the front bumper. That's more complicated. You should get a helms manual to help you with the procedure. Basically you align the hood with the doors and then align the bumper with the hood. I wouldn't change the front hood mounting hinge alignment unless the hood doesn't align with the doors. Be very careful if adjusting the hinges. You would also have to adjust the locking plates if any adjustment is made to the hinges.
