Default Broken Lifte?

I am in the process of installing a new cam, lifters, intake carb, ignition, and headers. I noticed today that the lifters in cylinder 1 allow the rods to push them in. The other cylinders are stiff, I push on the rocker arm and nothing moves. But #1 lifters move. I know they are completely resting on the cam. It looks like they are bouncy on the inside. Is this normal? Do I have bad lifters?

Normal for hydraulic lifters. The #1 lifters have bled dry. The rest are pumped up. That is ASSUMING you haven't adjusted the preload, yet. If you have, then you have probably bled and bottomed the plungers in the lifter bodies on #2 through #8.

I didn't set anything. Do I need to replace #1 lifters or will everything work out?

Put the lifters in oil setting upright, then take a screwdriver and push the center down, let it come back up and keep repeating at least 8 or 10 times. If the center does not get hard to push then change them out.
