If I remember you'll need to lift the front end and with the system fully filled with fliud, engine running slowly turn the wheels almost to lock one way and then almost to lock the other. Repeat as required.
Fill the reservoir full and start the motor and let it run for about 5 seconds and then shut off. Refill the reservoir, start the motor again and turn the steering wheel slowly lock to lock. Shut the engine off again.
Refill the reservoir and repeat until the noise and jerkiness stops. The fluid will show bubbles from fluid cavitation as the system fills but the air bubbles will disappear after a few hours. Check the fluid level at that time and top off as necessary.
You will need to pull the front swaybar first. The service manual says to remove the tie rod ends before loosening the rack. Make sure you use a tie rod puller.
Not sure for the early ones, but the later C4's call for 20 turns lock to lock. There should be no bubbles present.
I recall the procedure being: filling the res, jacking the front end up, turning the wheel lock to lock 20 times(40 if you have a P/S cooler) and someone monitoring the res and keeping it full(to the cold level).

ratio has nothing to do with it. Lock to lock is the same on all our cars if I'm not mistaken.
