Default Valve thingy???

Just got everything back together...kept losing my ballancer off the front of the crankshaft, so I decided to get a keyway cut into the hub (chevy should have done this from the beginning).

Anyway...there's a hose that runs along the inside of the driver's side wheel well in the engine compartment that connects the air pump to the EGR. Just inside of the left front tire, I noticed a "check valve" of sorts that is spliced into the hose from the factory that looks like a vacuum line should hook into it. I don't see anything there, and don't ever remember a hose connecting to the valve thingy in the first place. Does anyone know what this thing is, what it does, or if anything is supposed to be connected to it?

Oh I know what you mean. Pick me, pick me!

If you look closely at the end you will see that it is sealed. No tube goes on to it. My car has it covered in a foam cap. I have no idea what it does other than allow GM to charge more for the car.
