Have you checked out the factory service manual? It is printed by Helm Inc. and often referred to on here, as the "Helms". You can buy a new one at www.helminc.com. You may find a used manual in the C4 Parts For Sale section or eBay.

I have an 84 Vette as well with an odometer that is stuck. I removed mine last weekend without much sweat. First lower the steering wheel and then remove the tilt steering lever. It unscrews but may require a shot of WD-40 and a little pressure. Next remove the headlight ****, use a small screwdriver under in the **** to release it (this was the hardest part). Once removed, remove the instument bezel and the bezel around the Radio. When clear remove the 4 bolts )7mm) at the top left and right and on either side of the steering column. Now the tricky part, slowly wiggle it out, you may have to loosen the dashboard or apply pressure to the underside and tip the top of the display toward you. The wiring harness connects on the right side, but you can't disconnect them until you have the display out and turned over.
