My '95 C4 directs the A/C flow to the front windshield defrost duct. The control buttons do not change the flow path to the floor (mixed) or dash vents. The fan switch works fine and the A/C cools, heater heats. It just send most air to the windshield.
There is probably a broken vacuum tee under the drivers side cover on the motor.
Same problem on my '95. The "thingy" was actually on the passenger's side, but while inspecting it and the tubing/connection, it "snapped" in my fingers just as I applied the least bit of pressure to see if the "thingy" (apparently some sort of vacume valve) was in good condition . The plastic tube on the snout end of the valve is thin, and no doubt brittle w/ age/heat, but it broke so easily, I have to think it may have been cracked already.
Well, since it broke off about 1/8" inside the rubber junction splice, I RTV'ed the connection until I can get the "thingy" replaced . Point being, be careful!!
I have just fixed the same problem, but on my 88 so may not be the same as yours - what happened was a fitting broke off the spindle that turns the door to the w'screen air vent.
Can you take off the top of the dash ? if so, you can see if the vacuum motor is working and whether the part is broken - it was a tricky fix, I have some pics but not posted anywhere yet.
Very easy on the 88 - only 4 screws holding mine, 2 in the central w'screen vent and 2 underneath, also central - but I'm sorry, I don't know about the later models like yours, perhaps someone else can advise, or check your workshop manual.
Sometimes the buttons on the control are defective. If you push a button and it doesn't change to that setting then you're not getting good contact. You need to clean the contacts behind the buttons.

Sorry Jeremy I don't know where those photos are now or if I still have them. From memory, I removed the top of the dash and looked inside and could see that the motor and arm were moving but the spindle attached wasn't. A spot weld or something had broken. I had the spindle brazed back onto the arm and it's worked ever since. Of course your problem may be different. HTH
